PUNE: The collapse of Laxmi Chhaya building in Borivli, Mumbai, on Wednesday that killed 29 people has brought into focus the several dilapidated buildings in the Pune cantonment area.A large number of residents continue to stay in these unsafe buildings although evacuation notices have been served by the Pune Cantonment Board (PCB) over a month ago.
Though the PCB has served notices only to 14 structures, a visit by TOI to the area revealed that there were many more buildings in precarious condition than the ones identified by the board.
Residents of such buildings are fearful of the fate of their dwellings, particularly due to the monsoon, which had weakened the structures.As most of these buildings are being occupied by tenants for several generations, who pay extremely low rent not exceeding Rs 100, it leads to owners losing interest in the upkeep of their properties. They also refuse to grant permission to tenants to conduct repairs even if the tenants are willing to undertake them. In some cases, property disputes pending in courts is cited as an excuse by owners for refusing to invest in maintenance of old buildings.In building number 1638 of Bhimpura lane, a wide crack is visible on the outside of the structure, but the occupant claimed that he received no notice from the PCB. "We are in no condition to repair the structure. There are three tenants in different parts of the building. One is an old couple and one is an old lady staying alone. We have no option but to stay on this way as the owner, too, is not ready to carry out repairs," Ramesh Naik, a resident of 1638 building said.In another building, the occupants wanted to carry out repairs, but were not allowed to do so and continue to live in dangerous conditions. "We want to repair the structure and have also requested our owner as well as the PCB to grant us permission for the same. But we have not received permission from them," a hapless Sachindra Bhosale, residing in Bhimpura lane said. A part of Bhosale's dwelling collapsed from inside a few days ago.
